Site Description

ERRS has completed all site restoration activities including seawall, boat well, yard and concrete restoration.  Copies of all sampling and analysis plans, validated and un-validated analytical data and the site assessment report have been placed into the public repository.  In addition, electronic copies of these documents have been provided to the City of St. Clair Shores.  The OSC Report for the site is in the process of being finalized and a copy will be provide to the City.


Current Activities

Site restoration activities to date, (March 24, 2003 through July 16, 2004).
    
Since the end of March 2003, ERRS has been conducting site restoration activities.  These activities have included the replacement of numerous seawalls; the repair of several seawalls and driveways; the replacement of portions of four garage floors;  the resurfacing of three commercial parking lots; the repair of residential irrigation systems; the replacement of 120 feet of commercial fencing; and the repair of landscaping at 29 private residences and 3 commercial properties.  
                    
During the week of July 28, 2003, EPA START collected four water samples from the Ten Mile Drain (TMD) near the source area at the intersection of Bon Brae Street and Harper Avenue and at the TMD outfall.  In addition, six sediment samples were collected from the center of the Lange Canal, near the outfall of the drain.  The purpose of the sampling was to confirm that additional PCB contaminated sediment was not being discharged to the canal.  Samples were submitted to an ERRS procured laboratory.  Submitted samples were analyzed for total PCBs.  Results indicated that no additional PCB contaminated sediment was being discharged into the canal.  In addition, water samples within the TMD system exhibited elevated levels of PCBs.  However, PCB concentrations in the sample collected from the outfall was at the federal discharge limit for PCBs (3 ug/L).  As a follow up, during the week of August 3, 2003, six additional water samples were collected form the TMD system following a rain event.  The samples were again analyzed for total PCBs and showed decreased levels.  All analytical data was provided to the City of St. Clair Shores.


Planned Removal Actions

There are no further planned removal actions for this site.


Next Steps

Macomb County Drainage Commission completed the storm sewer cleanout during the Spring of 2004.  A long term sampling and maintenance plan will be conducted in cooperation with Macomb County, MDEQ and the U.S. EPA's Toxic's Program Section.


Key Issues

All property restoration claims have been evaluated on a case by case basis.  A structural engineer has worked closely with the U.S. EPA to evaluate complaints of seawall damage.  There are no pending claims that have not been addressed.  Any further claims will be considered untimely and beyond the scope of this removal action and will not be addressed by the U.S. EPA.

Disposition of Wastes

The estimated volume of water treated and discharged into the storm sewer in Blossom Heath parking lot is approximately 2,349,000 gallons.  The cumulative total of TSCA-PCB solids disposed at Wayne Disposal in Belleville, Michigan is 5,913.61 tons.  The cumulative total of non-hazardous solids disposed at Waste Management, Pine Tree Acres, Inc. Lenox, Michigan is approximately 18,315 tons.
