The St. Clair Shores (SCS) Housing Commission administers federally funded rental assistance programs for low-income families in accordance with U.S. Department of Housing and Urban Development (HUD) regulations.

The Housing Commission administers Public Housing and Section 8 Voucher programs.  The Public Housing program consists of Leisure Manor Apartments for those who are 62 years of age or older, handicapped or disabled - and Scattered Site Housing for families.  The Section 8 Voucher program utilizes privately owned rental properties for households of all sizes.

Rents are based according to income.  Thirty percent of monthly adjusted income is charged for rent and utilities.

Those income eligible families may apply for these programs when waiting lists open.  Inquiries should be directed to the Commission office at (586) 773-9200, Monday through Friday between 8:00 AM and 5:00 PM.

Leisure Manor Apartments

Leisure Manor (LM) Apartments consists of 212 units between two buildings (LMI and LMII).  LMI and LMII are on the east side of Jefferson, one is three stories and the other is an eight story high-rise building off beautiful Lake St. Clair.  Residents of SCS are given preference over non-residents on the waiting list. These apartments offer affordable, independent living, organized activities, trips and shopping transportation.

Scattered Site Housing

The Housing Commission has 39 homes scattered throughout SCS which are leased to low income families. The purpose of this program is to provide rental assistance to low-income families and enable them to achieve economic independence and self sufficiency.  Residents and working families are given preference on the waiting list.

Section 8 Voucher Program

Administered at the Housing Commission level, participants will search for housing in the private sector using their certificate or voucher as verification that they are a participant of the Section 8 rental assistance program.  Once a unit is found and passes inspection, the required forms are signed and the subsidy begins.  The rental subsidy is mailed directly to the owner on a monthly basis.  This program serves to provide rental assistance to low income families and enable them to achieve economic independence and self-sufficiency.
